Status of HB 2899 and SB 6 (Bathroom Privacy) – Dead or Alive?

Please continue to contact Governor Greg Abbott and ask him to call a special session of the legislature if the Senate version of the bathroom privacy bill is not passed out of the House and sent to his desk! In brief, HB 2899 (authored by Rep. Ron Simmons, Dallas) is now dead, having failed to be given a vote in State Affairs Committee by Chairman Rep. Byron Cook (Corsicana) by May 11, or being moved to the House floor by motion to suspend the rules as House Republican Caucus Chairman Tan Parker (Denton) did for his NASCAR bill.

 

In other words, the promise of Governor Greg Abbott and Chairman Parker that they were confident HB 2899 would move through the House, was either just a ruse to deflate the intense pressure on them regarding SB 6, or they and most of the Republican House just didn’t care enough to do what it takes – yet.

 

The good news is that SB 6 is still available for consideration by the House because it passed the Senate, however, it will take a courageous action by a Representative to move it directly to the floor by Saturday.

 

Of note, when the House failed to pass the Sunset Bill as required by law, that issue became another major tool that the Lt. Governor can wield to force a special session.  If the Senate does not take it up and send something to the House, a special session would be required. It would still take Governor Abbott adding SB 6/the Privacy and Safety issue to the special session call – another test of his commitment.

 

Let’s paint the picture:

 

  • Will the law protect the nearly 29 million people of Texas, eighty percent of whom when surveyed, do not want biological males in women’s restrooms?

  • Will the Republican-led Senate which acted swiftly and clearly on this issue, be completely neutralized by ONE MAN, “King Joe” Straus, who was elected Speaker by a “Republican” majority House of Representatives?

  • Will Gov. Abbott, who played coy most of the session and tweeted that he wanted a privacy bill passed, and then exhibited no leadership whatsoever, actually get it done?
